This is particularly true for the White Clay Creek watershed, in which 90% of the land is in private hands. It is thus clear that, for creeks and rivers that run through land that is mostly in private ownership, individual stewardship and local land-use regulations offer the greatest opportunities for protection. Rivers and streams are strongly affected by land uses in the watersheds that supply them. This section of the report highlights resource protection strategies currently practiced within the watershed and in its two-state region. To demonstrate that the watershed is suitable for designation, it must be shown that the creek's outstanding qualities and resources can be protected through feasible strategies as described in the management plan.
